Independent Certifier

This role of  Independent Certifier demands a high level of technical competence together with a comprehensive understanding of the construction process. In addition it also includes knowledge of health & safety, quality, engineering, architecture, programming and even cost control in cases when the duties of payment certifier are required. 

To prove compliance, the contractors’ proposals and reviewable design data are monitored and checked against the requirements of the Authority, culminating in a final inspection of the facilities and the issuance of an acceptance certificate.

As Independent Certifier, our PFI/PPP Consultancy team are often appointed jointly by the Authority, the Special Purpose Vehicle (SPV) manager and the Lender.

Our clients appreciate our pro-active and flexible approach and we produce monthly reports that are clear, concise, impartial and presented using our respected, risk-based ‘warning light’ methodology. These reports are backed by our firm opinion and recommendations.
