The successful application of value testing for public private finance contracts depends on access to reliable benchmark information. However, it is frequently difficult for Awarding Authorities to establish realistic benchmarks and for consortia to demonstrate the accuracy of their projections in such a competitive marketplace.
We have extensive experience of advising clients on public private finance schemes across all market sectors, and through this experience we have acquired a wealth of data relating to service specifications and the equivalent costs for service provision which have been encapsulated in our FM Management (FM) Benchmarking service.
We offer a completely independent assessment of the service provision and the comparable position within the market.
Working for the Authority client we can also review and validate reports produced by others.
Our reports include an analysis of the scope of services, a breakdown of comparative costs, any added value and a reasoned, fact-based conclusion.
Regular reviews of service requirements and specifications in conjunction with scheduled value testing points in soft services agreements is recommended to ensure that the services provided in PFI projects continue to reflect requirements
