Our role and responsibilities on this framework have been as Project Managers with the majority of projects carried out using the GC/Works suite of contracts with some works carried out using the NEC3 suite of contracts. The projects arising from this framework have included:

  • Nobel House, Smith Square, 2003-2006, £34m - the phased refurbishment of 10-storey listed building whilst in full occupation by Minsters of State which achieved a regional RICS award for sustainability.
  • Whitehall Place, 2000-2004, £30m – a new build office development in a listed building behind retained façades. The project included reconstruction of the upper levels and addition of two new floors.
  • Foss House, 2006-2007, £27m - A phased refurbishment in modern occupied office to create workspace and to enable the relocation of staff from London and the South East.
  • 55 Whitehall, 2002-2005, £3m - Refurbishment of Grade II* listed building while vacant to include a basement conversion into meeting space.
  • Ashdown House, 2005-2008, £5m - A phased refurbishment in a modern occupied office across six floors. Retained business-as-usual for the Directorate at the time the Users were involved in the activities surrounding the Presidency of the G8 and working extended hours to hit immovable deadlines

Challenges/Achievements

  • Sustainability - Achieving BREEAM excellent for Nobel House, 55 Whitehall and Whitehall Place. The latter also achieved the RICS National Award for Sustainability. For Defra’s Project ZEBRA (Zero Emissions Building Renewing Alnwick) at Lion House, Alnwick, Appleyards helped deliver the UK’s first carbon neutral office building (in operational terms) and received an Energy Performance Certificate (shown opposite) rated A+, the first in the civil estate. The project achieved amongst other awards, the highest BREEAM Score in the Offices Category at the BRE Awards 2008 and is currently seeking to obtain the first BREEAM ‘Outstanding’ Certification – a new category devised with input from our project team.
  • Emergency Planning - Establishing the format, and rolling out emergency plans for the Central London estate and also for the continuity of government, including subsequent testing and review.
  • Security works - Producing the security protocol and philosophy strategy for a nationally-based executive agency, obtaining approval for strategy and then rolling out improvement works across five sites from Exeter to Reading and Carlisle.
  • M&E Works - Various improvement and replacement projects including new ammonia based chillers, CHP and tri-generation plant and currently a nationwide biomass boiler and voltage optimisation programme.
  • ICT works - Various minor but business critical projects across the estate, including reprovision of power to live service in a central data hub following a serious problem with the existing electrical infrastructure.
  • Business Cases - Writing and compiling business cases using the Treasury five case model for submission through Defra Management Board to HM Treasury.
  • Behavioural Change Management - For site-based FM staff.
